I’ve found that the password policy can be a pain, so most of the time I disable it. Below are the commands to disable/change it (these are for a domain so they may be different).

Open up Group Policy Management and on the left, click the + icon next to Forest, then Domains and select your domain.

Right click on Default Domain Policy and select edit.

Navigate to Computer Configuration -> Policies -> Windows Settings -> Security Settings -> Account Policies -> Password Policy.

Here you can modify the password policy.

Once you have changed what you want, the group policy needs to be updated to apply the changes. You can either reboot or run gpupdate /force.
